From time to time a pedal will "pop" as it goes down. It seems as if either a chain has skipped on a sprocket or (I am imagining) that a pawl has slipped over a tooth somewhere. Becasue it happens intermittently and with both pedals, I am figuring it must be in what I guess is the hub assembly (though I do not see that defined so believe is the device that adds the motion of both chains. Any ideas?

Not rebuilt very well, was it? These things are prone to break. You will have to disassemble somewhat to assess the situation. If the missing tooth or damage is not on anything visible, then it is inside the transmission box and you need a new transmission. Like owning a car, isn't it? I'm no expert on this machine, by the way, but you are exactly right about what the sound is, it is a slipping gear or chain. Look carefully for bent sprocket teeth, a sprocket that wobbles from side to side (lateral run-out), etc. If you can't find any damage, then it's probably hidden inside the transmission.
